[NA FGO Summer 2018 event p2 guide] SHEBA Event Forecast: SimCity collab edition - Summer! Ocean! Pioneering! Chaldea Heat Odyssey ~Civilization of Evolution~!

Good timeofaday, fellow Masters! Summer's is on full swing, and asw we are drifting on the high sea on our freshly-made runic ship, we still have to remember that our summer vacation is far from being over. So our lastest oracle calls us on the second leg of our adventure! So let's peer into Near Future Observation LensSHEBA to getour construction plans ready! (TL;DR "guide" at the bottom)

Event duration: 2018-08-06, 07:00 UTC to 2018-08-15, 03:59 UTC. You need to clear the entire story of First Part of Summer event in order to participate in this event.

For the sake of the clarity, Summer event consists of two separate parts, each with their own shop, materials to farm, quests and even banners. This guide covers only the second part. First part is still running alongside, so if you still need to do something on previous island, don't worry (much). Guide for the first part is here.
From one island to another, our summer adventure is getting on the second lap, and so we are already familiar with core event mechanics, crossing our Grind Order into the mini city building simulator. As in the first part, we'll need a plethora of various resources - Realta, Eadrom and Uisce Alloys, as well as Cement and Oil - and spend them to erect different buildings throughout the isle, to turn this blasted land into the proper thriving city! Gameplay loop is same as in part 1: do Story quests, then do Development quests to unlock more story quests to unlock more development quest and better Free quests and so on. Same three option for each development, same pick one, reset after story ends for other two, you know the drill from part 1 already) Daily quests return is Buried Treasure Quests as well.
So, what exactly would it cost to build and what are possible options? Format of the guide restricts me to only listing the numbers, so if you want to see how your options actually look like, be sure to visit the Cirno's event page.

Every Development Quest option (but Plan 12 ones) gives 20MP reward for its first completion, meaning there's 660 MP for going through all three variations on all quests. Plan 12 options award Lore each, so don't miss them! Fair warning: it takes 900 Uisce, 860 Eadrom, 1260 Realta, 1150 Cement and 900 Oil to go through all that, so be prepared to down some apples. For the first time, it would be best to go for cheapest options / ones you don't want to stick on your island, and save most aesthetically pleasing ones for the last.
Building a certain number of amenities on the isle (read: Clearing a certain number of Development Quests) unlocks progressive chapters of event story, which, in turn, unlock more Development Quests and even more areas and difficulties for Free Quests.
Chapter Requirements Unlocks
Chapter 1 Clear Part 1 Chapter 2
Chapter 2 Clear "Chapter 1" Unlocks "Development Plan 1"
Chapter 3 Clear "Development 5", Part 1 has Statue present "Extreme" and "Explosion" difficulty for each Free Quest
Chapter 4 Clear "Chapter 3" "Development Plan 6", "Reconstructed City" and "Polluted Zone" areas
Chapter 5 Clear "Development 9" "Development 10"
Chapter 6 Clear "Development 11" "Development 12"
Chapter 7 Clear "Development 12" "Destruction" difficulty for each Free Quest
By progressing through the event story, you will also unlock the Brilliant Summer Quests, side-stories for the featured Summer Servants. They are only available during the event, so be sure to experience them! (note that some of these quests feature rather strong enemies, so look them up in wikies if you want to be prepared)
Brilliant Summer Quest Requirements
The Gáe Bolg Craftsman is an Early Riser Clear "Chapter 4"
King Archer Clear "Chapter 5"
Legend of the 21st Century Savior Clear "Chapter 5"
Sing a Song! Clear "Chapter 4"
Additionally, Scathach has a series of challenge quests unlocked after viewing her and some other girls' Brilliant Summer quests, where you win additional Gae Bolg Replican needed to buy her extra copies for NP leveling (first Replica is from her Billiant Summer).

In addition to all the building projects throughout the isle, materials will also be needed for the usual event feature - event shop. With the variety of materials to gather, it offers some good selection of goods, namely:
All in all, to clear the shop we will need 3 900 Cement, 4 900 Oil, 3 400 Realta, 3 300 Eadrom and 3 700 Uisce. Not buying Monuments and Pieces will free up 1 400 Realta, Eadrom and Uisce.
Just like with Part 1, do not touch anything in the shop until after you are done with the story. Yes, not even the event CEs. That's because completion of the story unlocks best grinding difficulty for all nodes, and buying CE before that will set you behind on your story progress quite a bit. Besides, said CE only works for Cement and Oil)

Speaking of event-limited CEs, as per tradition, they offer one way to ease the pain of grind. This time around featured CEs are:
Values in parenthesis are MLB effects. All gacha CEs Part 1 work in the Second Part of Summer Event as well, boosting Uisce (Pirates Party!), Eadrom (Twilight Memory) and Realta (Shiny Goddess) currency materials. Incidentally, Second Part Gacha CEs also work for First Part materials: Knights of Marines on Iron, Meat Wars on Stone and Shaved Ice on Lumber.

There's another way to speed up the process too, the good old bonus Servants. Each currency have their own, and all offer humble +1 drop amount increase, but thing is, ALL Servants offer bonus to one of materials:
